RAG BAG
Brief Character description: Possibly a member of a Misfits*-like band called the Zomboys.  It is also possibly that Rag Bag was just a derogatory name Roxy gave Neco.

RAMÓN
Brief Character description: Ticket scalper & general nogoodnik that tries to con Danny into a life of crime. Partner of Mick.

RAMÓN CHAVEZ
Brief Character description: Crook posing as an archeologist who is trying to loot the Aztec ruins where Jem & The Holograms are shooting a video.

RANDY JAMES
Brief Character description: The Drummer for Johnny Deacon's band, a man Ba Nee confuses for her father.
Impersonating?: Max Weinberg (not really, but he is "Bruce Springsteen's" drummer...)

RAPTURE
Brief Character description: Rapture is a con-artist at heart.  She seems to delight in making fools out of people, the way Minx does with the men she attracts and quickly discards.  They are both pretty sociopathic in their actions.  She is interested in the occult scene -witches and werewolves and goblins- and lives in a fantasy world of her own devising.
Rapture and other Characters:  Like Minx, she is basically self-centred but will take orders from Riot, whom she has chosen to be her "leader", not just in the group but in personal affairs.  It's not certain how much of a "hold" Riot has on her and Minx, the way he does on most women, but they are treated more as partners than most people Riot influences.   It's implied that she would have more run-ins with Astral, the professional magician and sceptic.
Important or starring episodes: That Old Houdini Magic, The Stingers Hit Town 1 & 2, Midsummer Night's Madness.

RAYA (aka Carmen Alonso) "All I ever wanted was a chance."
Brief Character description: She is the Mexican-American drummer for Jem and the Holograms when she takes over after Shana leaves for a brief period of time.  She is very shy and lacking in self confidence about her abilities, partly due to her mother telling her that "ladies aren't drummers in rock n' roll bands." Despite this, she is still strong at resisting temptation (Eric was willing to give her the world if she'd tell him who Jem really was, but she declined) and even angrily attacked Jetta when she found out Jetta had orchestrated the destruction of her father's greenhouse.  She tends to put other people's feelings before her own, like when she first heard that Shana left the Holograms, she thought the news was terrible, not an opportunity for her to make it big. 
Raya and other Characters: Raya is shy so she tends to be more of a listener than a planner and talker.  She extremely loyal to Jem and the Holograms early on.  She doesn't seem to get along better with any one person better.  Raya has a brief relationship with a tour guide when they are shooting a video in Mexico.

RAYA'S PARENTS
Brief Character description: Sadly, I don't think given names beyond Mama & Papa.  Mama tends to be on the conservative side.  Papa is much more encouraging of Raya's dreams to be a drummer.

RED "'Friendship and goodwill' my bagpipes!"
Brief Character description: :Lame faux Scottish-accented snow machine/gumball machine operator

REGINE CÉSAIRE  "All work and no play makes Regine a dull girl!"
Brief Character description: She is from Martinique and works under Countess Du Voisin as a hot young fashion designer in the US.  She is a bit flighty it seems and resents it when Jem and the Holograms reject her designs that she put so much of her heart and soul into.  She is a party girl and is drawn into the Stingers "holier than thou" dreamworld.  She only really appeared in one episode, so...
Regine and other Characters: Regine is a huge fan of Jem and the Holograms and it hurts her deeply when they reject her designs, so she goes to the Stingers where she feels she will be appreciated.  They only end up using her and treating her like dogwood so she comes back to Jem where she is delighted to find the girls have changed their minds and will wear Regine's fashions at their next concert.  Again, she was only in one show, but it's implied she would have a friendship with the Holograms (and yet another of Shana's roles is replaced!)

RICHARD HARLING
Brief Character description: Photographer for Jem's fashion book.  Who, despite being a fashion photographer, wears the same icky shirt whenever he's shown.

RICHARD XANTHOS "The concepts of friendship and goodwill are of prime concern to me!"
Brief Character description: Ascot-wearing philanthropist with a soft spot for books, goodwill.

RICK FRANKLIN
Brief Character description: Proprietor of the struggling Green Fern Ski Lodge, friend of Howard Sands.

RIOT (aka Rory Llewelyn) "I am the perfect man."
Brief Character description: He's a studly Fabio type guy, the big blonde muscley dream-guy stereotype.  He sees himself as perfection personified, and being a rock star, almost everyone believes him.  His ego is way out of control.  He has an almost supernatural ability to get people to do what he wants, like in their first American concert he manages to calm down a nearly hysteric mob of people.  Riot came from humble beginnings, his father is an army guy who insisted his sissy son join the army too.  He did and went AWOL, shaming his father and causing him to estrange his family.  This later gets resolved as the show continues.
Riot and other Characters: Riot usually is quite aloof to people unless they have something he wants.  He does not like or care for the Starlight girls, the Holograms, the Misfits or Jerrica.  He is interested in Jem, however,  which she exploits to try to get him to sign with Starlight records.  He pursues her much in the way Minx pursues Rio, except Jem eggs him on.  Riot is mostly interested in blind devotion, which he gets from Minx, Rapture and his fans.

RIO PACHECO "I hate deception, and I despise liars!"
Brief Character description:  Rio has been Jerrica's boyfriend since they were kids.  He is Jem's road manager, and was working for her father, Emmett in the past as an engineer.  Even though he is usually easy going and kind, Rio has a bit of a temper, and is extremely upset by lies and deception, so this is the main reason why he doesn't know that Jem is really Jerrica. For those who care about such things, Christy Marx has stated; "I never specified an ethnicity for Rio, and he certainly was NOT set out as Puerto Rican.  If anything, he might have some Hispanic blood a couple generations back mixed with who-knows-what..." -from TrulyOutrageousJem, digest # 2121)
Rio and other Characters: Rio is generally confused a lot of the time, wondering who Jem is and feeling bad that he has feelings for her.  He pretty much gets along with everyone until Riot comes around, declaring his love for Jem which is something he can't really do.  Rio and Riot are usually arguing if they are in the same room together.  He dislikes the attention and advances given him by Minx.
Rio's Look on the show: This outfit is shown most often during the first five episodes, so I'm guessing it is a really muted/abstract version of the outfit the doll came with.  If this isn't supposed to be it, I don't know what would be. There are at least three Jem animation teams.  The centre photo being what I think Jem fans would call the most typical Rio, the top being Rio from the first five episodes, and the bottom being the "B-team" Rio (for episodes like Music Is Magic & The Journey to Shangri-la). ROBERT ARLINGTON
Brief Character description: A publisher who wants to make a Rock Fashion Book with Jem and the Holograms.

Brief Character description: Whale trainer.  Blows a mean whistle.

ROLAND OWENS 
Brief Character description: The Grandmaster of Rhythm & Blues.

RON COX "Eeeyoww!"

ROUGE
Brief Character description: Hen-pecked make-up artist on the "Free And Easy" video.

ROXY (aka Roxanne Pelligrini) "They don't come any better than me, buster!"
A brief Character description: Roxy is the attitude and real angst of the Misfits.  She was a teenage runaway and learned to live on the streets, taking various crappy jobs and was likely into illegal activities, we know the Misfits did enough of them later!  Her dream in life is to be rich and famous, which she accomplishes through being a Misfit, though she wouldn't really know it since Eric is basically embezzling from her, and since she cannot read, she doesn't realize she is being taken.  In her main episode however, she is shown at the end secretly trying to learn to read.
Roxy and other Characters: Roxy is pretty much second banana in the Misfits.  This position is threatened when Jetta comes along, which is the root of her dislike for her.  Roxy is basically too tough to get close to, and when Jem tries she blows her off.  But Ba Nee gets to her when she tries to convince Roxy to learn how to read.
  • Roxy's outfit it pretty different on the show.  She seems to be wearing a nubbly black sweater with a black double string of beads, a thick green studded belt (completely straight), and red and green pants with black symbols on them. (ironically, they almost look like letters of the alphabet sometimes), and red sandals.  She was later shown with a purple shirt (no necklace) and green/yellow/blue/purple horizontally striped pants and her correct belt.  For more on Roxy's cartoon style, please visit Roxy's cartoon wardrobe
