Hasbro produced this fashion. On the cartoon, Jem doesn't wear the "hood" of the cloche; she wears the "Jem" side gloves. Not included in Hasbro's fashion is the bracelets and socks. 
Trivia This is the first second year fashion shown on the cartoon. 
Oddly enough, though it's Jerrica's half of the doll's fashion, Jem wears it on the cartoon.  Odder still, is that Jem's half ends up on Shana!
